We jsut created a Standar Root CA, not joined to the domain. everything was working fine. we then went ahead and added a Enterprise SubCa . Now if we go to the root CA which is the standard CA, and right click on the name and try to click on Submit New Request.... is grayed out. We have a another lab setup the same way and we are not experiencing that problem. Anyone have any ideas? We checked that the CRL is available and that there are no errors in Eventviewer. hope someone has seen this before. Thank you

Just wanted to update the post. I was able to fix. seems that the security had the administrator not able to request certificates. In otherwords, it was user error.
